SAFER + Video Production

Fund Your Recruitment Video With Your SAFER Award

Your department applied for SAFER Recruitment & Retention funding to solve a staffing problem. A recruitment video is one of the most effective ways to spend that money — and SAFER covers it. Mind Shift produces cinematic recruitment films for fire departments. We've done this before, and the grant pays for it.

Why It Works

SAFER Funds + Recruitment Video = More Applicants

91%

Of Consumers Want More Video

Video is the most-consumed content format online. Your next firefighter is scrolling Instagram, YouTube, and TikTok — not reading a PDF job posting on your city website.

49%

Faster Revenue Growth for Video Users

Organizations using video grow 49% faster than those that don't. For fire departments, that "revenue" is applicants — and the departments producing recruitment video are filling their ranks while others post text ads.

$0

Out of Pocket When SAFER Covers It

SAFER Recruitment & Retention grants explicitly fund recruitment activities. Video production, social media campaigns, and outreach materials are all allowable expenses under the R&R category. Your general fund doesn't take the hit.

The fire service staffing crisis isn't going to be solved by the same classified ad you ran in 2005. Departments that invest in modern recruitment media are the ones filling their academies.

What SAFER R&R Actually Covers

SAFER Recruitment & Retention grants are designed to help departments attract and keep firefighters. Here's how recruitment video production fits within allowable expenses:

Recruitment Campaigns

Video production, social media advertising, recruitment event materials, and outreach content. The grant is built for this.

Marketing & Outreach

Promotional materials that reach potential applicants where they live: online video, digital ads, community events, job fairs, and academy open houses.

Professional Services

Contracted production services from vendors with relevant experience. Mind Shift has 20+ years producing content for fire departments — that's the experience FEMA expects.

Process

How It Works

  1. You Have SAFER R&R Funding (or You're Applying)

If you've already received a SAFER Recruitment & Retention award, recruitment video production is an allowable expense. If you're applying in the next cycle, include video production in your application budget — we can help you scope it.

  2. We Scope the Project Together

We'll define what your department needs: a long-form recruitment film, short-form social cuts, or both. We build the production around your grant budget, your timeline, and your department's story.

  3. We Produce Your Recruitment Film

On-location production at your department. Real crews, real calls, real training — no actors, no stock footage. We capture the story your applicants need to see. One shoot produces a full campaign: hero film, social cuts, job fair loops, and website content.

  4. You Deploy It Everywhere

Your recruitment video goes live on YouTube, Instagram, TikTok, Facebook, your department website, and every job fair booth. The grant paid for it. Now it works for you 24/7.

About Us

Why Mind Shift

Mind Shift is a Detroit production company with 20+ years producing content for fire departments, police agencies, and military organizations. The crew behind the BURN documentary series (Netflix, IMDb 7.4) — the same team, the same eye, applied to your department's recruitment story.

We understand the fire service because we've spent two decades inside it. That means less time explaining what a PASS device is, more time capturing the moments that make someone want to be a firefighter.
